Closing Date: June 5, 2025Job Summary:Manage the assets of an Operations Unit which includes: develop, implement and monitor an annual work program assuring the scheduled work activities and production can be accomplished with the annual budget; compose a strategic plan in line with the Department's goals; supervise work crews and administrative staff; accountable for timely and appropriate incident and winter storm response and management; maintaining the roadway and right of way features to the desired level of service. In addition, be responsible for ensuring proper operation and maintenance of light and heavy equipment fleet assigned to the Unit; ensure that operators are properly trained and qualified under the Equipment Operator Training Evaluation Program; ensure that work crews are properly trained and implementing in the Manual of Uniform Traffic Control and the department's supplements for traffic control. Provide input into the project development process: recommend locations for new construction and spot improvement projects: work with the Operations Superintendent and the ADE in establishing areas for spot repair and major rehabilitation pavement projects; review plans and specifications; project assessments, attend field reviews and provide technical support. Leaders are accountable, transparent, and communicative as they foster an inclusive, diverse, and safe environment.Job Duties:Responsible for using leadership skills and technical expertise to supervise the work crews to ensure safe, efficient and effective performance of highway operations work, operation equipment and respond to incidents and weather events. Hire qualified staff. Perform performance appraisals and initiate disciplinary actions on employees. Ensure staff is properly trained.

Prepare, execute, and adjust annual work program. Monitor Operations work plan implementation to ensure quality, timeliness and proper performance of operation and maintenance activities. Schedule Highway Operation Technicians, equipment, materials and contractors needed to accomplish assigned tasks.

Visually inspect roadway and right of way features to determine maintenance priorities and needs. Responsible for conducting inspections of highway features to ensure compliance with design criteria and current safety standards for all Interstate, US and State routes within the Unit's geographic area.

Monitor the Unit's budget to ensure expenditures are made in compliance to State Procurement laws and policies and are within guidelines for work accomplishments and in compliance with procurement policies. Manages personnel, ERE, contracts and OOE expenditures to ensure the unit remains within budget.

Develop projects for submittal to construction and pavement preservation programs. Responsible for developing and reviewing technical specifications for maintenance contracts, administering contracts and service agreements to ensure terms are fulfilled, providing technical
input for the purchase of new or replacement equipment, and developing strategies for addressing roadway deficiencies.

Implement and participate in the Arizona Management System and the Department's Continuous Improvement processes within your District and Unit

Monitor Right-of-Way Permits work for compliance with permit specifications and department standards. Monitor right of way for unauthorized encroachments.

Review plans, specifications and project assessments, attend field reviews and provide technical input of roadway construction improvement, and preservation projects. Provide technical input to Construction Units and the Permits office during the construction projects.Knowledge, Skills & Abilities (KSAs):KNOWLEDGE

• Extensive knowledge of: ADOT's mission and goals;Federal,state and agency laws, regulations, policies and procedures.
• Methods, practices techniques, tools and equipment used in the construction and maintenance of highways.
• Safety practices Manual of Uniform Traffic Control Devices(MUTCD) Occupational Safety and Health Admin (OSHA) requirements.
• Managerial practices and supervisor techniques; State and Department regulations governing procurement policies; Contract specifications and contract administration.
• Road/roadside materials; hydraulic principles as it relates to drainage facility maintenance; MUTCD and department trafficcontrol requirements.
• Incident response and management techniques and local emergency management protocol and winter storm management principle.SKILLS
  • Leadership work and time management written and verbal communications reading and interpreting plans standards, and specifications.
  • Conducting OJT training, visual analysis, computer use; negotiation and conflict resolution, customer service Pecos planning and analysis.
  • Utilization of data from the National Weather Service and ADOT Roadway Weather Information System
  • Implementation of Incident Command Structure.
  • Appropriate use and application of anti-icing and deicing chemicals.
  • Managing change and implementing new programs/processes.ABILITY
    • Plan, organize, supervise, assign, inspect and evaluate the work of others.
    • Motivate and evaluate staff and provide for their training and development.
    • Analyze complex highway maintenance problems, evaluate alternatives and recommend or adopt effective courses of action.
    • Develop and implement work standards.
    • Prepare and maintain clear and concise records, reports and other written materials.
    • Exercise independent judgment and initiative within established guidelines and policy.
    • Establish and maintain effective relationships with external and internal customers.Selective Preference(s):One (1) year experience as a Highway Operations Tech 4, or three (3) years experience as a Highway Operations Tech 3, or equivalent experience in a Highway Operations and Maintenance profession. High School diploma or GED preferred.Pre-Employment Requirements:A valid Arizona Drivers LicenseThis position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
